Pairs
This is a 'word play' puzzle, requiring the solver to pair up words to form new words or phrases. It is likely that there will be words in the list that can be paired up with more than one of the other words. The process of elimination should reveal the correct pairs, and ultimately the anagram will tell whether or not the correct pairs have been matched up – if it is not possible to form an anagram, then some of the paired words must be mismatched.
